Lt. Governor Barbara Lawton gave a presentation to the Wisconsin State Education Convention entitled, Greening of Wisconsin Schools Begins with Education our Children.  The event took place in Milwaukee on January 22, 2010.

What’s it like to be a governor and give your first annual State of the State speech to the Legislature, while Wisconsin residents across the state watch? Wisconsin’s 41st governor, Democrat Tony Earl, candidly said in a WisconsinEye interview that he was so nervous he was almost shaking before his first State of the State address in January 1983. Earl said he thinks he got better when he gave the next three addresses, but technology and other factors have changed how the governor’s annual report is now given. Democrat Gov. Jim Doyle will give his eighth, and final, State of the State speech at 7 p.m. Tuesday.

The Governor spoke at the 89th Wisconsin State Education Convention held at the Hilton Milwaukee City Center on January 22, 2010. Prior to the Governor’s address, there was a performance by the Dynamics, a choral group from Somerset High School.

Governor Jim Doyle held a press conference on January 6, 2010 at the State Capitol to discuss Race to the Top and Wisconsin's application for Race to the Top funding. The application asks for $254 million in funding to address various goals, including mentoring for teachers and students, smaller class sizes, and remedying the achievement gap in Wisconsin's schools. State Superintendent Tony Evers also spoke on the issue and the work that went in to writing the application.

On December 22, 2009, Governor Jim Doyle reviewed the year with WisconsinEye Senior Producer, Steve Walters. The interview took place in the Governor's Conference Room in the State Capitol.

On December 20, 2009, Governor Doyle gave the Commencement Speech for the University of Wisconsin-Milwaukee graduating classes for the winter of 2009. Other speakers included Chancellor Carlos Santiago; Charles Pruitt - Regent President; and Lawrence Schnuck - UWM Alumni Association President. This event took place at the U.S. Cellular Arena in Milwaukee.

Governor Jim Doyle held a news conference on December 7, 2009 at the Executive Residence in Madison, where he signed Senate Bill 288, the Indian Child Welfare (ICWA) Codification bill. The bill will reduce variations and create clarity to direct and guide child welfare professionals as they seek to make the best decisions to protect Indian children while ensuring tribal heritage.

Governor Jim Doyle held a news conference on December 7, 2009 at the State Capitol to discuss education reform in Wisconsin. The Governor was joined by Charlie Rose, general counsel for the U.S. Department of Education, Tom Payzant, former Superintendent of Boston Public Schools, and Milwaukee Common Council President Willie Hines, Jr.

Governor and First Lady Doyle participated in the ceremonial lighting of the Capitol Tree in the rotunda at the State Capitol on December 4, 2009. The Governor and First Lady were also joined by Cheryl Nicholson, the executive secretary of the Wisconsin Christmas Tree Producers Association, among others. The 35-foot Balsam Fir was donated by Jim and Erica MacDonald of Mr. Snowman's Christmas Tree Farm. Trees have been brought to the Capitol Rotunda for more than 60 years.

Governor Jim Doyle announced a State Capitol Solar Project on December 4, 2009 at the State Capitol. Solar panels were lifted to the Capitol roof as part of a public-private partnership to generate solar energy. Gary Wolter of Madison Gas & Electric also addressed attendees and the media.

Governor Doyle signed the Impartial Justice Supreme Court Public Financing Measure into law on December 1, 2009 at the State Capitol. The bill will provide full public financing for qualifying candidates for the Wisconsin Supreme Court who voluntarily agree to abide by a spending limit of $400,000.

Governor Doyle held a media conference on November 24, 2009 in Milwaukee to discuss Alverno College's innovative teacher certification program and the importance of developing great teachers. Doyle's efforts include creating efficient paths to teacher licensure for mid-career professionals, while ensuring individuals are prepared for the classroom. Other speakers included Adam Gerber, Massmer Prep teacher and Alverno College graduate, and Katie Clements, student teacher at Vincent High School and a student at Alverno College.

On November 9, 2009, Governor Jim Doyle signed into law Senate Bills 370, 371, 372 and 373, which take the first steps toward reforming education in Wisconsin. Governor Doyle signed the laws at Wright Middle School just days after President Obama visited the school.

Governor Jim Doyle held a press conference in his office at the State Capitol on November 6, 2009 to speak about the actions and legislation discussed on the floor of the Assembly the night before, as well as reacted to the shooting at Fort Hood in Texas that claimed the life of two Wisconsin soldiers and injured four others.

Governor Jim Doyle celebrated the completion of the Kinnickinnic River dredging project at Paul Davis Restoration in Milwaukee on November 2, 2009. The Kinnickinnic River Sediment Remediation Project, co-sponsored by U.S. EPA, the Great Lakes National Program Office and the Wisconsin DNR, removed contaminated sediment from the river in the critical Milwaukee estuary.

Governor Jim Doyle announced efforts to make health insurance more available to young adults on October 29, 2009 in the Governor’s Conference Room in the State Capitol.

Governor Doyle signed an agreement on ginseng trade between the Wisconsin Ginseng Board and Tong Ren Tang Health Pharmaceutical Co. on October 28, 2009 in the State Capitol.

Governor Jim Doyle announced major solar energy investments in Madison on October 26, 2009 at the Alicia Ashman Branch Library, along with Milwaukee Mayor Tom Barrett, Madison Mayor Cieslewicz, and Tehri Parker, Executive Director of the Midwest Renewable Energy Association.

Governor Doyle announces expansion of biotech industry in Wisconsin on October 22, 2009 at the University Research Park in Madison, Wisconsin.

Governor Doyle met with Premier Gary Doer of Manitoba, Canada on October 15, 2009 at the State Capitol in Madison. Doyle and Doer signed an economic growth agreement, committing Wisconsin and Manitoba to fostering innovation and building shared economic growth.

Governor Jim Doyle received an update on the state’s emergency preparedness efforts by Wisconsin’s Homeland Security Advisor Brig. Gen. Donald P. Dunbar and members of the Homeland Security Council on September 29, 2009 at the Department of Military Affairs in Madison.

Governor Jim Doyle participated in a ceremony dedicating an historical marker honoring former Governor Patrick Lucey on September 28, 2009 in Lucey's hometown of Ferryville. Lucey, who served as Governor of Wisconsin from 1971 to 1977, also spoke at the event. The Ferryville Vision and Promotion Board organized the event to place the Lucey marker at the village's new observation deck at the riverfront. Governor Jim Doyle held a news conference on September 25, 2009 at the State Capitol. Doyle made statements regarding his recent trip China and Japan, drunk driving legislation, uncollected DNA samples, and the Wisconsin Shares audit report findings.

Governor Jim Doyle announced that $15 million in American Recovery and Reinvestment Act (ARRA) funds awarded to the State of Wisconsin will enable local governments and private businesses across the state to invest in alternative fuel vehicles and the advanced infrastructure to support this technology. The Governor also announced that the state will receive an additional $1 million in federal competitive funding for advancing biofuels retail availability. The news conference took place on September 9, 2009 at the State Capitol.

Governor Jim Doyle made a stewardship announcement to protect Lake Helane. The event took place in Hayward, Wisconsin on August 26, 2009, as part of Gov. Doyle's annual Up North Tour.

Governor Doyle hosted a roundtable discussion with school and industry leaders at Barron High School in Barron, Wisconsin on August 26, 2009. When used to heat schools, biomass, which typically consists of wood or agricultural pellets, helps save districts money and drives the local economy. Barron School District uses biomass to heat its schools and participates in the Fuels for Schools program. The Governor was joined by Secretary Matt Frank of the Wisconsin Department of Natural Resources for the event.

Governor Jim Doyle helped celebrate the grand opening of The Lakes Community Health Center’s new dental clinic in Ashland, Wisconsin on August 25, 2009. Governor Doyle was joined at the event by Rep. Gary Sherman (D-Port Wing), and Sen. Robert Jauch (D-Poplar).

Governor Jim Doyle participated in a ribbon cutting and grand opening of Fogarty Surgical Group’s new full service medical clinic in Bayfield County on August 24, 2009. Governor Doyle was joined at the event by Secretary Karen Timberlake of the Department of Health Services, and Secretary Kelli Trumble of the Department of Tourism.

Governor Doyle and U.S. Congresswoman Tammy Baldwin held a news conference at Colonial Club Senior Center in Sun Prairie on August 18, 2009. Doyle and Baldwin announced the extension of the SeniorCare prescription drug program through 2012.

Governor Jim Doyle held a news conference at Randall Elementary School in Madison on Monday, August 17, 2009. Doyle announced that he will not seek a third term as governor.

Governor Jim Doyle held a news conference at the 2009 Wisconsin Farm Technology Days on July 21, 2009, at Crave Brothers Farm in Waterloo, WI. He discussed the state of agriculture in Wisconsin and the future of farming in the state. Governor Doyle answered questions from the press following the news conference.

On Firday, July 17, 2009, Gov. Doyle announced an agreement with the Spanish train manufacturer Talgo to put two Talgo train sets into service in Wisconsin and to establish new assembly and maintenance facilities in the state. The rail car assembly plant will support the delivery of Talgo trains throughout the country, and is expected to create about 80 jobs for Wisconsin workers. Joining Gov. Doyle to make the announcement at the Dane County Regional Airport in Madison: Antonio Perez, CEO and president of Talgo Inc., the company’s U.S. subsidiary; Jose Maria Oriol, CEO and president of Patentes Talgo, Spain; Stephen Gardner, Vice President of Policy and Development, Amtrak; Frank Busalacchi, Wisconsin Secretary of Transportation.

As part of the Obama Administration's Rural Tour, Thursday, July 16, Governor Jim Doyle, U.S. Secretary of Agriculture Tom Vilsack and Transportation Secretary Ray LaHood held a rural community forum at the La Crosse Interstate Fairgrounds in West Salem. After brief comments, Doyle, Vilsack, and LaHood answered questions from the audience and the media.

Gov. Doyle was on hand for a press conference as two authentic, wood-carved circus wagons made a brief stop at the State Capitol on their way from Circus World in Baraboo to Milwaukee for the Great Circus Parade. Gov. Doyle was joined by Circus World Executive Director Steve Freese, as well as Bill Fox and Jack McKeithan, Co-Chairs of the Great Circus Parade, for a press conference on Capitol Square.

Gov. Jim Doyle celebrated the grand opening of the Kerry Centre of Excellence on June 23, 2009 in Beloit. The company recently built a new 200,000 square-foot Centre of Excellence to expand their specialty food business. Doyle toured the facility after a speaking program and ribbon cutting ceremony.

Gov. Jim Doyle kicked off the “United We Serve” national community service campaign In Wisconsin with events on June 22, 2009 at Goodman Community Center in Madison, and at Growing Power in Milwaukee. Doyle encouraged all Wisconsin citizens to answer President Obama’s call to service by participating this summer in community service projects. In Madison, Doyle helped pass out lunches at the Goodman Community Center’s Summer Lunch Program, which provides hundreds of children each summer with meals. Later in the day in Milwaukee, Doyle volunteered at Growing Power, an urban farm and classroom dedicated to providing affordable, healthy food and hands-on training to help communities develop sustainable food systems. Gov. Jim Doyle formally pinned three senior officers of the Wisconsin National Guard on June 19, 2009. During the ceremony at the State Capitol in the Senate Chamber John McCoy, Dominic Cariello and Margaret Bair were bestowed the rank of brigadier general.

Gov. Jim Doyle held an event in the Governor's Conference Room in the State Capitol on May 18, 2009 to sign legislation that will enact a statewide smoking ban. The governor also held events in Green Bay and Milwaukee earlier in the day.

Gov. Jim Doyle signed legislation to take advantage of federal stimulus funds including extending unemployment benefits on May 15, 2009 in the Governor's Conference Room at the State Capitol. He then took questions from reporters.

Gov. Doyle held a news conference on the Swine Flu on April 30, 2009 from the State Capitol. Also speaking at the news conference were DHS Secretary Karen Timberlake and Dr. Seth Foldy, State Health Officer.

Gov. Doyle held a news conference on April 24, 2009, from Kenosha to encourage students to sign the Wisconsin Covenant. At the news conference, Go. Doyle also announce nearly $19.4 Million in American Recovery and Reinvestment Act funding to the Kenosha and Racine School districts. The Wisconsin Covenant program ensures students a spot in a Wisconsin college or university, provided they work hard during high school and meet certain requirements.

Lt. Governor Barbara Lawton hosted an exhibit titled "Art from the Marsh: Seeing Cherokee Marsh" on April 23, 2009, from the State Capitol. The exhibit is a collaboration between the Friends of Cherokee Marsh and the Northside Artist Group. The exhibit provides a way for the community to celebrate the natural beauty of the marsh and to acquire a greater appreciation for its important role to our local watershed.

Gov. Doyle discussed efforts to invest in long-term economic growth at the Wisconsin REALTORS Association Government Day at the Monona Terrace in Madison on April 8, 2009. The Governor also signed a provision strengthening protections for homebuyers in the state.

Governor Doyle addressed regional leaders at the Wisconsin Hospital Association's Annual Advocacy Day on April 1, 2009 at Monona Terrace in Madison. Governor Doyle discussed his efforts to make Wisconsin a national leader in providing access to affordable health care. The governor stated he is moving forward on his plan to insure 98% of Wisconsin residents.

At a news conference at the Great Lakes Water Institute in Milwaukee on March 16, 2009, Gov. Doyle announced a major investment in UW-Milwaukee. In addition to the governor, speaking at the conference were J. Val Klump, Senior Scientist, Great Lakes Water Institute; Kevin Reilly, President, UW System; and Carlos Santiago, Chancellor, UW-Milwaukee.

Gov. Doyle hosted a conference call from Washington D.C. on March 3, 2009 to discuss efforts to make Wisconsin a national leader in renewable energy. Prior to the conference call, Gov. Doyle, former U.K. Prime Minister Tony Blair and other international and national leaders participated in a symposium, "U.S. Climate Change Action: A Global Economic Perspective."

Gov. Doyle held a conference call with reporters on Monday, February 23, 2009, from Washington D.C. The call focused on the federal recovery and reinvestment plan and its impact on Wisconsin.

Gov. Doyle held a news conference on Thursday, February 12, 2009, from the State Capitol in Madison to discuss the impact of the Federal Stimulus Package on the state of Wisconsin.

Gov. Doyle held a news conference on the state budget from the State Capitol in Madison on Wednesday, February 11, 2009. At the news conference, Doyle presented legislation to resolve the current state budget deficit and previewed his state budget address scheduled for next Tuesday.

Gov. Doyle held a conference call from Washington D.C. with reporters after attending a major national health care announcement at the White House. The call took place on February 4, 2009 via telephone.

At a news conferece from the State Capitol, Gov. Doyle called on the Legislature to pass a bill that would require insurance companies to cover autism. The governor was joined by Sen. Judy Robson and Rep. Kim Hixson, as well as Mike Crute and Dr. Morton Ann Gernbacher, two parents with autistic children.

As a continuation of Wisconsin Way’s Wisconsin’s Long-Term Visions/Short-Term Needs 2009 Conference, Governor Jim Doyle addressed the afternoon luncheon. In his address he reiterated the economic woes of Wisconsin and touched upon his budget address set for mid February. Outlining issues important to the Governor he identified priorities such as education, health care, property taxes, and economic development. In closing he briefly described where he thought proposed federal stimulus monies might go and following his address he held a short press conference.

Governor Doyle held a news conference from the State Capitol in Madison on January 23, 2009, regarding the Federal Economic Stimulus Package. Doyle detailed the impact of the national economic crisis on Wisconsin industries and the state budget and discussed the role of the federal recovery plan could play in moving businesses and the state economy forward.
